Our mission is to promote and provide to our customers the best available asphalt pavement technology and to represent and serve the common interests of our members. Our goals are to achieve a high level of quality products, foster excellent communication and cooperation with owner and regulatory agencies, and with our companion trade associations. Promote asphalt to the public and transportation committees at the national, state, and local levels of government to obtain adequate funding for the highway infrastructure and maintaining the integrity and sustainability of our vital industry.
We are a dynamic informed group of contractors, practitioners, researchers, and administrators who are experts in their respective fields. We are passionate about making the products and services we provide or manage more efficient, sustainable, durable, and safer.

Asphalt Industry Liaison
PAPA staff have over 80 years of top-level industry experience and meet frequently with PennDOT, PA Turnpike Commission, and other entities promoting quality asphalt.
Education and Training
Members receive detailed information on State and National best practices and policies through various Association events at a reduced rate.
Technical Assistance
Support on problems, issues, and concerns. Assistance in mix design, plant production, construction best practices, and resolving contract disputes.
Publications and Specifications
Member review and response to state and federal laws, regulations, specifications, and policies. Remain up to date on the latest changes.

MEMBERSHIP CLASSES
Membership in this Association shall consist of five classes:

Producer Member
$1,750 /year
- Any individual, partnership, or corporation producing Hot and/or Warm Asphalt-Plant Mix.
- First plant: $1,750.00
- 2nd – 5th plant (per plant): $1,000.00
- 6th + (per plant): $650.00
- Plus: Per ton of plant-mixed asphalt material manufactured, billed quarterly, is $0.03 per ton.
Asphalt Supplier Member
$5,000 /year
- Any individual, partnership or corporation involved in liquid asphalt production and/or sales.
- Plus: Per ton of asphalt cement or PG grades used in plant mix asphalt material sold in PA billed quarterly is $0.04 per ton.
Associate Member
$1,150 /year
- Any individual, partnership or corporation involved in the industry but who does not produce Hot and/or Warm Asphalt-Plant Mix.
Paving/Milling Contractor Member
$1,150 /year
- Any individual, partnership, or corporation paving or milling Hot and/or Warm Asphalt-Plant Mix.
Consultant Member
$250 /year
- Any individual, partnership or corporation involved in the consulting or advising industry.
